As Indiana Governor 1933-37, initiated state program of emergency legislation anticipating New Deal in many particulars. Philippines High Commissioner 1937-39, Federal Security Administrator 1939-45, War Manpower Commission Chairman 1942-45, 1st Ambassador to Philippine Republic 1946-47.

Chairman McNutt says that the question of a Northwest regional office is before the Commission and receiving most careful consideration.”
