Description: (1833-1910) Chief Justice 1888-1910. Wrote Court opinions holding Sherman Antitrust Act did not outlaw monopolies in manufacturing, struck down 1st general personal income tax, and held that union “secondary boycotts” violated antitrust laws. Fuller introduced custom, still followed, of having justices shake hands before conferneces or going on the bench as reminder that they all pursue a common goal despite any differences they may have.

He served on the Venezuala Boundary Commission and 10 years on the Permanent Court of Arbitration in The Hague while serving as Chief Justice.
