Description: “(1895-1990) Chief of Staff to ADM Halsey July 1943-November 1945, received Navy Cross for planning October 1944 Leyte Gulf operations. Headed Okinawa invasion planning group. Carney arranged with Japanese emissaries for the entry of the Third Fleet into Tokyo Bay, accepted the surrender of Yokosuka Naval Base and surrounding area from the Imperial Japanese Navy, and attended the ceremony for the surrnder of Japan held on board Halsey’s flagship, the USS Missouri.He was .NATO Commander-in-Chief of Allied Forces in So. Europe 1951-53, Chief of Naval Operations 1953-54, retired 1954.
