Description: “(b. 1930) Texas lawyer, senior partner in Houston law firm of Baker Botts. Under Secretary of Commerce 1975 (Ford), White House Chief of Staff (Reagan) 1981-85, Treasury Secretary 1985-1988 (Reagan), Secretary of State 1989-1992 (GHW Bush); President GHW Bush’s White House Chief of Staff & Senior Counselor 1992-93. Received Presidential Medal of Freedom 1991. Led presidential campaigns for Presidents Ford, Reagan, and Bush over 5 consecutive presidential elections from 1976 to 1992. Counsel to George W. Bush in the 2000 Florida election returns dispute. Personal Envoy of UN Secretary-General Annan seeking political solution to 1997-2004 Western Sahara conflict. In 2003, he was President GW Bush’s Special Envoy on issue of Iraqi debt. In 2005, with former President Carter, co-chaired Commission on Federal Election Reform. In 2006, Baker and ex-US Rep Lee Hamilton served as co-chairs of the bipartisan blue-ribbon Iraq Study Group and with ex-Secretary of State Christopher co-chaired the National War Powers Commission.
